POLICY STATEMENT
(For The Common Good)
1. Practical, low overhead operating programs led by qualified management will take precedence over research projects.
2. New, creative projects will be given priority over existing programs.
3. Generally, support for any project not operated by the Foundation will be limited to three years.
4. The Foundation will not generally give grants for the purpose of purchasing buildings or land.
5. The Foundation will not give grants for the creation or support of endowments.
6. Grants for elementary and secondary school student aid programs will be considered if the programs take need into account and utilize other funding sources, private and/or governmental.
7. Grant funds must be disbursed and utilized on a timely basis for their intended purpose. As such, an anticipated grant disbursement schedule will be included as part of each grant; and, grant funds that are not disbursed within twelve months of their scheduled disbursement date will be deducted from the grant amount. In addition, if a grant is made subject to certain conditions and those conditions are not satisfied within twelve months of the scheduled disbursement date, the grant will be subject to revocation.
8. Special interest grants (i.e., grants for programs and projects other than secondary/elementary education or healthcare) may generally represent up to 25% of annual grant expenditures.
9. Small grants of up to $15,000 each for a total of no more than 10% of the annual budget may be awarded without Board approval at the sole discretion of the Chief Financial Officer of the Foundation; grants between $15,001 and $25,000 require Grants Review Committee approval. Priority will be given to funding programs in Maryland and the Washington , D.C. metropolitan area.
10. Restricted contributions and funds may be accepted by the Foundation in the sole and absolute discretion of the Board and must be used for designated purposes consistent with the Foundation's Mission and Policy Statement.
